The Commandant of the Police College, Patrick Adedeji Atayero, an Assistant Inspector General of Police, AIG, and directors in the Ministry of Police Affairs have signed a ministerial performance contract with the Minister of Police Affairs, Senator Ibrahim Gaidam, in accordance with the presidential mandate and the directive from the Office of the Head of the Civil Service of the Federation.
According to a statement signed by the Deputy Director of Information and Public Relations, Bolaji Kazeem, the signing ceremony took place during the sector-wide Ministerial Performance Management System, MPMS retreat at the ministry’s headquarters in Abuja.
The minister, represented by the Permanent Secretary, Dr Anuma Ogbonnaya Nlia, noted that the signing ceremony marks a significant milestone in institutionalising the Performance Management System within the ministry. He added that essential activities have been translated into Key Performance Indicators, KPIs, targets, and milestones, which would serve as a guide for appraising the directors’ performance.
“Our role is vital in enhancing national security and promoting Peace and prosperity in Nigeria. Your performance directly impacts the ministry’s overall effectiveness. Excelling in your responsibilities strengthens our capacity to serve the Nigerian people. Each contribution regarding your department’s goals is crucial for the ministry’s success,” he said.
The minister, however, warned that neither the heads nor their teams must hinder the ministry’s progress, adding that poor performance could impede the delivery of key projects aimed at addressing urgent national issues and advancing economic growth.
He said, “As you know, security is sacrosanct for economic growth; meaning, our ministry plays a pivotal role in this administration. Your efforts are essential enablers for national development, and we must remain focused on our collective mission to enhance the well-being of our country.”
According to Gaidam, the Performance Management System constitutes a key pillar of the ongoing reform within the Federal Civil Service.
He, therefore, emphasised that the performance contracts must be aligned with national priorities and presidential deliverables, stating that “this signing underscores our commitment to excellence and efficiency, ensuring our ministry remains among the leading ministries in implementing these reforms.”
In his presentation, the facilitator, Professor Adeyemi Ajayi, stated that the purpose of the retreat lies in the fulfilment of the institutionalisation of the Performance Management System. He noted that the signing of the contract demonstrates a commitment to the vision of the current administration and a readiness to work towards the transformation of Nigeria.
“Whatever you achieved as directors or chief executives would have contributed to the achievement of the Permanent Secretary, Honourable Minister, and Mr. President’s achievements. If you failed to do your part, it will be clear that you have not achieved what you signed, and failure to act comes with consequences,” Ajayi said.
Earlier, the Director of Planning, Research and Statistics, Dr Osueke John Chidi, explained that the Performance Management System is essential for evaluating employee performance, achieving institutional objectives, and meeting presidential mandates within the Federal Public Service, as well as for enhancing accountability and boosting motivation across the organisation.
